WhatsApp Marketing for Real Estate Agents in Maharashtra: 2026 Costs

Meta now charges for service replies beyond 1,000 a month. What WhatsApp broadcasts cost a Thane brokerage, and the MahaRERA QR rule every ad must follow.

From 1 October 2026, Meta started charging Indian businesses for replies they send inside WhatsApp’s 24-hour customer service window, beyond 1,000 free service messages per phone number a month. For a property agent in Mumbai, Thane or Pune who runs listings, site-visit reminders and buyer chats on the WhatsApp Business Platform, that changes the monthly bill. A broker sending 6,000 promotional messages a month now pays roughly ₹5,200 to ₹5,400 in Meta charges before GST and any provider margin, on our worked example. And in Maharashtra, every project advertisement still has to carry the MahaRERA QR code, whether it lands in a newspaper or a WhatsApp broadcast.

Key Takeaways

  • Meta has billed WhatsApp Business Platform messages one by one since 1 July 2025. You pay for delivered template messages, not for what customers send you.
  • Since 1 October 2026, service replies and in-window utility messages are charged. Each number gets 1,000 free service messages a month, with no rollover.
  • Meta’s India card lists marketing messages at ₹0.8631 and utility, authentication and service at ₹0.115 each (data as of October 2026).
  • Conversations started from a click-to-WhatsApp ad open a free entry point window of up to seven days, in which even marketing messages are not charged.
  • India-billed accounts must move to INR billing by 31 December 2026. MahaRERA’s Order 46A/2023 requires the project QR code on every promotion, with penalties of ₹10,000 to ₹50,000 per violation.

What Changed on 1 October 2026

Meta’s developer pricing page sets out the model. Since 1 July 2025 the platform has charged per delivered message, replacing the older conversation-based billing. Template messages, which a business can send at any time, fall into three categories: marketing, utility and authentication. Non-template replies are allowed only inside the 24-hour customer service window that opens when a customer messages you, and those count as service messages.

Until this month, service replies and utility templates sent inside that window cost nothing. That ended on 1 October 2026. Each business phone number now gets its first 1,000 service messages a month free, and unused messages do not carry over. Eligible government and non-profit organisations keep free service messages beyond that tier until 31 December 2027, the page says.

Two other changes matter for Indian agents. Meta raised the India marketing rate on 1 January 2026. And billing in rupees, launched on 1 January 2026 for eligible customers whose sold-to country is India, becomes compulsory: messaging accounts have to switch to INR by 31 December 2026, and from 1 January 2027 Meta will stop delivering messages from non-INR accounts in that group. If your WhatsApp setup runs through an agency or software provider, ask them now whether your account has been migrated.

WhatsApp Business API Rates in India

Meta publishes its INR rate card as a download linked from the pricing page. The figures below are the 1 October 2026 card as reproduced by Whautomate’s India pricing guide, which says the marketing rate rose from ₹0.7846 to ₹0.8631 in January, an increase of about 10%. Confirm against Meta’s own card before you budget.

Message categoryWhat a property agent would use it forRate per delivered message (India)
MarketingNew launch alerts, price-drop broadcasts, open-house invitations₹0.8631
UtilityConfirming a booked site visit, sharing a payment receipt or document status₹0.115
AuthenticationOne-time passwords for a buyer portal or app₹0.115
Authentication (international)OTPs to Indian users sent from a WhatsApp account registered outside India₹2.4971
ServiceFree-form replies to a buyer who messaged you, after the first 1,000 a month₹0.115
Messages customers send youEnquiries, questions, documentsFree

Category follows content, so a “reminder” that reads like a sales pitch is a marketing message and is billed as one. Utility and authentication messages also earn volume discounts, which Meta applies by market and category across all accounts in a business portfolio and resets monthly. Marketing messages get no such tiering, per the pricing documentation.

Why Your Provider’s Price Is Higher

Many small businesses reach the platform through a Business Solution Provider rather than Meta directly, and providers publish their own rate lists. AiSensy, for instance, lists India rates from 1 January 2026 of ₹1.09 for marketing and ₹0.145 for utility and authentication, roughly a quarter above the Meta figures in the table. When you compare quotes, ask each provider three things: whether the per-message price includes GST, what margin they add over Meta, and what the monthly platform subscription costs on top.

The Tool Stack a Maharashtra Agent Needs

An agent working a few resale flats can manage on a phone. Once you are pushing a builder’s new launch to several thousand contacts, the work splits into four jobs, and each needs a tool.

  • Messaging platform access: a WhatsApp Business Platform account, usually through a provider, to send approved templates at scale and see delivery reports by category.
  • Click-to-WhatsApp ads: Facebook and Instagram ads that open a chat instead of a landing page. They matter more after October because of the free entry point window explained below.
  • A CRM or lead sheet: to tag each contact by project, budget and locality, so a Thane launch is not blasted to a buyer hunting in Baner.
  • A creative template with the QR code built in: so every brochure, carousel and status update carries the MahaRERA details before it leaves your phone.

Targeting is now a cost lever. A broadcast to the wrong half of your list costs exactly as much as one to the right half, and only one of them produces site visits. Our guide to CAC payback period shows how to judge whether a channel earns back what you spend on it.

How Click-To-WhatsApp Ads Cut the Bill

When someone messages you from a click-to-WhatsApp ad or a Facebook Page call-to-action button, Meta opens a free entry point window. According to Meta, that window may stay open for up to seven days, and marketing, utility, authentication and service messages sent inside it are not charged. Messages in the window also do not count towards volume tiers.

For property, where a buyer typically wants floor plans, a price sheet, a virtual tour and a site-visit slot within the same week, that window covers much of the early follow-up. You still pay for the ad itself, so this shifts spend from messaging to media rather than removing it.

What a Month of WhatsApp Marketing Costs: A Worked Example

Take a hypothetical two-person brokerage in Thane with 3,000 opted-in contacts. In November 2026 it sends two launch broadcasts to the full list, 300 site-visit confirmations as utility templates, and 2,200 free-form replies to buyers who wrote in. We assume all messages are delivered, none fall inside a free entry point window, and the utility messages go out outside a service window. Rates are Meta’s October 2026 card; GST and provider fees are excluded. We ran the numbers in Python.

LineMessagesRateCost
Marketing broadcasts (2 × 3,000)6,000₹0.8631₹5,178.60
Utility: site-visit confirmations300₹0.115₹34.50
Service replies (2,200 less 1,000 free)1,200₹0.115₹138.00
Total Meta charges₹5,351.10

Four comparisons put that number in context.

  • Before 1 October: the 1,200 extra service replies would have been free, so the same month cost ₹5,213.10. The new service charge adds ₹138, small next to the broadcasts.
  • Before January’s rate rise: 6,000 marketing messages at ₹0.7846 came to ₹4,707.60, against ₹5,178.60 now.
  • With click-to-WhatsApp leads: if 400 buyers arrive from ads and each gets three marketing follow-ups inside the free window, those 1,200 messages would otherwise have cost ₹1,035.72.
  • At a provider’s list price: the same 6,000 marketing and 300 utility messages at AiSensy’s published rates come to ₹6,583.50, before any subscription.

If those two broadcasts produce 20 qualified site visits, Meta’s charges work out to about ₹268 per visit. Set against a brokerage fee on even a modest flat, that is a small line item. The bigger waste in over-broadcasting is attention: buyers who get launches they never asked about stop opening your messages.

MahaRERA Rules for WhatsApp Property Ads

Cheap distribution makes it easy to forward a builder’s flyer to thousands of people. In Maharashtra, that flyer has rules attached. MahaRERA’s Order No. 46A/2023, dated 25 July 2023 and in force from 1 August 2023, requires promoters to display the project’s QR code prominently on every promotion or advertisement. The order rests partly on Section 11(2) of the RERA Act, which requires the authority’s website address and the project’s registration number in advertisements, and it points to the earlier Order No. 46/2023 of 29 May 2023 for where the code must appear.

In force from1 August 2023
RequirementQR code displayed prominently on each project promotion or advertisement
Addressed toPromoters of MahaRERA-registered projects
PenaltyUp to ₹50,000, minimum ₹10,000, per violation

The order is addressed to promoters, not agents. Even so, the penalty lands on the project whose ad you circulate, which is the developer you depend on for the mandate. The safe habit is simple: forward only the promoter’s approved creative, never crop the QR code or registration number out of a carousel to make it look cleaner, and keep a copy of what you sent.

Our Take

For most small brokerages the October change is a rounding error. The service-message charge only bites once a number passes 1,000 replies a month, and at ₹0.115 a reply it takes a busy desk to notice. The two numbers worth watching are the marketing rate, which climbed 10% in January, and the INR migration deadline, which can switch off an account that nobody has looked at since setup. The bigger strategic shift is that Meta is pricing in favour of conversations buyers start, through ads, over cold broadcasts. Agents who move part of their budget into click-to-WhatsApp ads, segment their lists by locality, and keep every creative MahaRERA-compliant will spend less per site visit than those who keep blasting the whole list. Large software vendors are betting on the same shift towards real-time customer messaging, as our coverage of the Salesforce-Braze deal showed.
